Is there any alternate way, without making changes in our firewall settings, I can pull the code and create a build using jenkins reside in on-prem?

You can create a schedule that polls the bitbucket server at your chosen interval

The integrations are URL based so barring any problems with routing or firewall settings on the on-premise side, they just work.
