You can install the developer toolbox from the admin interface. Just go to Admin > Manage Add-ons and choose 'Find new add-ons'. The Atlassian Developer Toolbox should be listed.
Alternatively, you can choose 'Upload Add-on' from the same Admin > Manage Add-ons screen and install the plugin that way.
