How to grant read-only permissions to a user for all projects and repositories?

I'd suggest creating a user group for this rather than adding an individual user manually to each project, as repeating the access grant in future for another user will simply require they are added to the user group:

Once the group is created, you'll then need to add it manually to all projects:
