How to define default hooks?

I want to have some hooks being enabled by default when a new repository is created.

Is there a way to configure which hooks should be enabled by default on repository creation?

Already answered in Enable Hooks for all repositories (unless I don't like the answer: This cannot be done, but you can write your own addon ...)
