How to create repos as an Admin who's one of the admin group members of standard plan user?

Person A one of the finance users who added his credit card details and holds the standard account.
Person B is one of the tech leads who holds a free account and responsible for all the repository handling and adding users.
The person A will add B to his admin's group.
Now my question is, though, the person B has free account can he add more than 5 users, and person A gets the bill under standard package?
