Yes, it's called https://www.atlassian.com/software/jira. Atlassian wants to keep Bitbucket issue tracker simple and offers it's issue tracker system JIRA when the Bitbucket features are no more enough. See e.g. https://bitbucket.org/site/master/issue/5487/custom-fields-for-issues-bb-6719
