How to Install source controls

I downloaded the Subversion but not sure how to install it. Any help would be appreciated.

That's the subversion *plugin* that lets Jira read Subversion information.

You need to set up a subversion repository separately

Once you have a subversion repository, then you can install the plugin into Jira and follow the docs to configure it to point to your repository.
