How often do i have to say "No" untill it stops popping up?

I hate this popup thing so much... It never helps me at all, but it blocks the messages i want to read... 
When i unfocus my browser it just pops up again... can somebody help me?

We apologize for the inconvenience this is causing. At the moment, I'm afraid that it is not possible to disable this, but we do have a ticket for this in our issue tracker, as it has been requested by other users as well:

I would suggest that you add your vote in that ticket (by selecting the Vote for this issue link) as the number of votes helps the development team and product managers better understand the demand for features. You can also add yourself as a watcher (by selecting the Start watching this issue link) if you'd like to get notified via email on updates.

Implementation of features is done as per our policy here and any updates will be posted in that public ticket.
