How many Stash Seats to Buy with 500 seat Crowd License

In an organization where the number of developers is significantly less than the rest of the staff, am I able to purchase a cheaper Stash license that reflects my the number of developers or do i have to purchase a Stash license that is 1-to-1 with my Crowd license?

You can buy fewer Stash licences.  

It will count against the number of people in the group(s) that say "can use Stash", not all the Crowd users.
