How do I enable 'Team' when i click + on Global Sidebar?

Create a Team

We recommend you create a team if you want to limit access to certain users and declare shared settings.

  1. Click + in the global sidebar and select Team under Create a new.
  2. Enter a Team name. This name is what you see in the teams navigation in Bitbucket and what your teammates see in invitations emails.

Unable to see the menu option

Welcome to the Community.

Workspaces are what used to be Teams, here's a blog post about that, and the new documentation pages. I guess the document you references hasn't been deleted or updated yet.
