If you are on Bitbucket Could you need to be on the Premium plan in order to be able to enforce merge checks on specific branches. Free and Standard has merge checks, but you cannot prevent a user from merging without a pull request on those plans. If you are on Bitbucket Server you set branch permissions to prevent merges to specific branches without a pull request.
