Getting this error when I try to do a pull request and assign a reviewer. "not a licensed user"

"The user *** cannot participate in the pull request as they are not a licensed user" when I try to do a pull request and assign a reviewer.

I am in stash trying to do the pull request from a branch I created in JIRA to the master branch.

That error means that the user that you've selected does not have the LICENSED_USER permission yet and can therefore not login to Stash and participate in your pull request.

You can grant the LICENSED_USER permission through Administration > Global Permissions or add the user to a group that already has the LICENSED_USER permission (such as the stash_users group).
