Exceed User Limit: No admin option to remove user from workplace directory

We are on the free plan and show 6 users associated to our workplace when only 4 are licensed users and have repository access.  I understand there can only be 5 on the free plan.  I also understand that billable rules changes to include all users regardless of repository access or permissions, hence why we are getting this error when I see 6 in our user directory.  

The issue is everything directs me back to this user directory to remove users from our plan.

But I have no admin options from this page (no 3 dots or action button to remove, deactivate, etc., as per every other group, repo, directory section).   I cannot click on to select the users profile from this page, and these two users do not show up on any other user/ group/ settings page.  I am the only admin.  

How can I remove the two users who should no longer be included?  They have been removed from all other instances.

The following day both users were no longer in the user directory.
