Error message from user trying to pull code from Stash

We have an user who did have a working ssh key but had to regenerate his ssh key and replaced it on his account in the stash server but when he tries to clone or pull the code he gets the error message:

ssh_exchange_identification: Connection closed by remote host

fatal: Could not read from remote repository.

How can we fix this problem? He has regenerated his public key 5 times already.
