Enabling SSO in bitbucket datacenter 9.4.6

Hello everyone we are running as instance of bitbucket datacenter, version 9.4.6.

The goal is to disable login and allow the user to login simply using SAML.

As identity provider we are using entraid. 

Because we have a limited number of users (100 license in our case) is it possible to let entra id know when the number of users goes over the number of available licenses and inhibit the request for new users.

In case of a number of user > number of license will be the new user unlicensed, I guess, Will then the bitbucket being operative for the licensed users?
