If your workspace is on a Free plan, new limits will be enforced on May 29, 2025. For more details, please refer to this Blog post.
Having said that, if you would like to continue benefiting from the features and have increased storage limits, please consider the following options:
Upgrade to a paid plan (Standard/Premium)
Upgrade to a paid plan and utilise our 30-day trial period to restore functionality and provide more time to reduce your repository directly without deletion. You can choose to continue or cease your trial before the end of the 30-day period.
If the above isn't a feasible option for you at this time, please don't hesitate to let us know. We are here to help and discuss this further.

I've just tested from my side, when you click on Download repository what is the outcome?

`Download repository` downloads a zip of the repository, as one would expect.
That's not the same as, nor does it include, `phantomjs-2.1.1-linux-x86_64.tar.bz2`
All of the binaries linked from https://phantomjs.org/download.html are missing from Bitbucket.
