Does rescoping is done on draft pull requests

As far as I know rescoping is evaluated on all OPEN pull requests. Recently I came to know that Bitbucket has introduced DRAFT state and READY FOR REVIEW state.

I want to know,

1. Whether rescoping is calculated on draft pull requests?

2. Whether rescoping is evaluated on Ready for review pull requests?

May I know if this is for Bitbucket cloud or server? I ask because we don't have Pull request rescoping in the cloud, and any review status PR will be updated with new changes if the branch is actively being worked on.

It's Bitbucket server. Here is the scenario:

We are facing issues like merge failure, longer merge time due to pull request rescoping.

So my question is:

1. Do we have Draft version for Bitbucket server?

2. If so, does rescoping applicable for Draft versions?
