Does increasing the size to 2x increase the CPU performance too?

I'm assuming no since I'm not noticing a difference in speed with this configuration set.

Is there a way to verify the build instance now has double the resources?

Nope,

because CPU, RAM and IOPS and intercommunication - is low level.

And next step is irqbalance and interrution and communications of components.
