I need to know if stash has the ability to move certain repos inside a project into another project.

Not out of the box, but you can simply push/pull from one to another to get it moved

Colin is unfortunately correct - currently we we don't support moving repositoes at the moment except via raw Git. You might be interested in voting and watching the following:
