Do not have perssion to create feature branch

I set up a repo have a master branch, a develop branch and a feature branch.

And I enabled branch model and set other than me, all others only have merge from pull request permission.

But when someone want to create another feature branch. It will always say you don't have permission to create a branch starts with feature
