Do members of 'developers' group included as members of 'users' group count twice against license?

New to administrating Bitbucket. Just received notice that we have more users than license allows. My question is that we have two groups set up 'stash-developers' and 'stash-users' and there are names that show up in both groups. The 'stash-developers' have the global permissions of both project creator and and bitbucket user, while the 'stash users' only have permission as bitbucket users. If user names are duplicated in both groups, does it count against the allotted users limited by the license?

The license count is based on unique users, so if you have a user that is a member of both groups they will only count once.
