I am potentially interested in a Bitbucket Cloud offering for a couple hundred users but I would need to know whether it is possible to install custom plugins onto such a Bitbucket instance?

Yes, Bitbucket supports third-party plugins. There're many ways to integrate with Bitbucket (listening to webhooks from Bitbucket, providing build statuses, extending UI, automating some operations via REST API etc.). A good place to start is Bitbucket Cloud Developer Guide along with Bitbucket Cloud REST API reference.
This is a very big topic, so any further suggestions really depend on what kind of integration you would like to build.
