Create a workflow web hook at the project level?

Is there a way to create a workflow web hook at the project level? It appears that they can only be created at the repository level.

Currently it is not possible to create workflow web hooks on the project level and I searched Atlassian's Jira instance to see if there was a request to have that option but could not find one. You may want to add a request for it by going to https://jira.atlassian.com/projects/BSERV and log one.
