This question is in reference to Atlassian Documentation: Troubleshooting Bitbucket Server installations

Connection to localhost:5432 refused after Mac OS and Bitbucket on MacOS upgrade.

Have you tried to restart it? helped you this?  I'm curious to know the results.

At a guess, based on the port, you're running postgresql as the backend.  And it has been stopped, so there's nothing to connect to.  You'll need to restart it.
