[Composer\Downloader\TransportException] "Repo/package file could not be downloaded" HTTP 429 error

Please excuse my ignorance. After executing composer require a few times (in order to update my json file) this error will start appearing. The package name it says it can't find is always a random one, as this is a 429 not a 404 error.

I don't understand how what I'm doing is tripping rate limits.

Any tips are greatly appreciated.
