Cannot invite other user to my private repository

I click on invite and search for my friends email address (he is already a user in bitbucket) and i cannot find him. how can i invite him to my repo?

May I know where you are inviting these users? Is it in admin.atlassian.com?

You have the new user unified management experience for your workspace, therefore all user management needs to be performed from https://admin.atlassian.com

1. Navigate to admin.atlassian.com and select your organization
2. Click the Directory tab
3. Click Users on the left-hand side
4. Click Invite Users
5. Enter the email address and ensure that your Bitbucket Cloud workspace has User role selected next to it, to grant them user access
