Can you hide the "default permission" Setting?

Is there a way to hide the following Default permission screen?

In large enterprises there is always at least one DAU and this one will open it's projects permissions maybe for every body...
In my responsibility as system administrator I'd like that this won't happen. So is there a way to disable that checkbboxes at least for the project admin?
