Can we bypass stash pull request mechanism?

Can the stash pull request mechanism be bypassed and instead crucible be used to manage reviews ? Also ,

does stash pull requests provide options to mandate reviewers i.e optional and mandatory reviewers and setting dead-lines for review completion?

Yes, you can. You can do the pull request with out code reviews but still do it in Crucible.
You can mandate "x" number of approved reviews before merging is done. You cannot define a mandatory reviewer though, without writing a plugin for that.
