Can't add a 4th User to my project

I can't add a 4th user to my project. It says I need to upgrade to do so, but aren't free accounts good for up to 5 users on a project?

Hi Grant! Free accounts allow you to grant access to 5 users, note that this is not per repo but for your whole account. 

I've checked your Bitbucket account and looks like there's already 5 users with access, you'll need to remove one of them or upgrade your account if you want to add more people.
