Can someone with write access merge or do they have to be admin?

Someone in my group keeps accidentally merging so we want her to be able to commit to a branch without being able to merge said branch into the master.

Hello,

Anyone with the write access can merge changes. If you do not want a person to merge to a particular branch, then go to your repo settings -> branch permissions and add a permission for a branch
