Can I use BitBucket to distribute software to customers without using a seat?

We'd like to be able to distribute the latest version of our software with our customers without using a seat, but we need to be able to control access based on whether or not the customer has licensed a particular piece of software.

For example, customer "Bob" has licensed software "foo".  He should be able to access "foo" without being able to access "bar".  While customer "Tom" has licensed "foo" and "bar", so he should be able to access both.

You want to share your software to certain accounts only and you want to put restrictions in but you don't want them to occupy a license seat?  That is not possible. Setting Repository Permissions to certain accounts will always occupy a license seat.
