Bitbucket smart mirror API

I am looking to deploy BitBucket datacenter for a global platform. The application that currently uses BitBucket server makes heavy use of the REST API. I had planned to set up smart mirrors in each region the application is used, however cannot find a definitive answer as to whether the smart mirrors are able to handle requests without delegating back to the primary. Can anyone answer this?
