We do throttle some very specific activities:
Creating users and teams - limited to 100 requests per user per 30 seconds
Creaking forks and patch queues - limited to 10 every 10 minutes
These are for security and performance reasons. Nothing else should have any limitations. If you are running into any other issues, feel free to notify support.atlassian.com under the Bitbucket project.
