I see you created this post a few days back. Since then, have you been able to access your Bitbucket instance?
If you have an urgent need to get support about your licensing issues we would suggest creating a support request via https://support.atlassian.com/contact/#/. Server starter licenses do have to come through Community for support but any Licenses issues you may have can be directed to support.
