Automatically Inherit Permissions on Forked Repo

Hello,

 I was wondering if there is a way to force forked repos to inherit permissions. I want a way to have the read permissions transfer to the forked repo automatically without the ability to remove them.

If that is not an option is there a way to give a user global read permissions that include forked repositories?

Essentially my goal is to automatically give a user read permissions to every repository, including forked ones. What would be the best way to go about doing this?

If this is not possible with the built in BitBucket functionality, is there any kind of workaround that can achieve this?
