Are tags created in the BS gui annotated?

Now that you can add/delete tags in BS 4.7 is there a way to add a commit message or are they unannotated tags?  Also is there a way to just turn off this new feature?  I feel like it just isn't complete yet and it just isn't fitting in with my processes.

Hi Justin, 

When you are creating a new tag, if you do not add a description, it will create a standard, unannotated tag. If you do specify a description, it will create an annotated tag. I hope this helps to clarify things.

So how would I prevent unannotated tags?  I use an update hook now.
