Approve Checker - Exclude User

Hello, i've have an issue to exclude one(or more) user for waiting Approve (Plugin Approve Checker)

For Example: For our Developers team, we created rule. They need wait until 2 of Team Leaders Approves of their changes, after that they can merge their changes with stage branch.

But Team Lead should to make "Merge" free, without approvals of someone.

This seems to defeat the purpose, because in effect one team lead's approval is enough to merge something.
