I made a demo of my proposed changes for workitem 123, and there were some suggestions which I addressed and associated these changes with workitem 123. Afterward a second workitem 124 was created to capture the suggestions. Is there a way to add workitem 124 to my earlier commit? I guess another alternative would be to delete workitem 123 from my commit and replace it with workitem 124.

I don't think you can associate a previous commit with a new issue (this feature is missing).
But, staying with your example, you could add an issue link from work item 123 to 124 as workaround. Then, you have full traceability, because the commit links to 123 which links to 124. (But it is an extra hop, that's true.)
