Ability to move Secured Repository Variables to Deployment Variables

Having a way to move secured repository variables to deployment variables will be great specially when migrating to premium plan so that we do not need to recover or generate new API keys or secrets when the team is just updating the workflow.

It would be a much better user experience specially if we already forgot the keys so we no longer need to recover it again or generate a new one. This is very crucial to not waste time specially if there is many environment to set up.
