AWS DescribeEnvironments rate limit when using elastic beanstalk pipe

If I run two concurrent deploys to elastic beanstalk using version 0.2.1 of the elastic beanstalk deploy pipe I get a rate exceeded error from AWS. Is there a way to slow down the polling of DescribeEnvironments in the pipe?

An error occurred (Throttling) when calling the DescribeEnvironments operation (reached max retries: 4): Rate exceeded

I've added a new option WAIT_INTERVAL to version 0.2.3 of the pipe.
