PR Guidelines Functionality Discontinuation Notice

Due to low adoption and usage we will be discontinuing Bitbucket's PR Guidelines functionality effective June 8th, 2021.
We encourage teams to use tasks for any guidelines they wish to enforce, and we encourage teams to continue to use a CONTRIBUTING.md file for contribution guidelines.
We will not be deleting any existing CONTRIBUTING.md files or information, though historical records of which guidelines have been checked on PRs will no longer be available.
Additionally we will be preventing new installation of PR Guidelines prior to the discontinuation date.
