can a remote agent declare its own custom capabilities?

I'd like to be able to pass in parameters when spawning a remote agent which would be reflected in custom capabilities on the server. The current model where I have to fire up the agent then once it has connected update it's capabilities manually via the web interface doesn't fit my use model.

Is it possible? If not in the core functionality, does anyone know if it's possible through a custom plugin. I'm not averse to writing it - I have lots of experience writing Jira plugins - but haven't delved into it enough yet to see if it's even viable.

Think I missed that page when I was looking because it hangs off the 'remote agent installation' page rather than the 'configuring capabilities' page.
