I got this message when click on "Admin" -> "Plugins"
A long-running task has been initiated by another user. To avoid conflicts in the plugin system, the UPM will remain in read-only mode until this task has completed.
I had this problem when I was running configured for HTTPS with a self-signed certificate. Finding the JVM that Bamboo was using and importing my certs into its $JAVA_HOME/jre/lib/security/cacerts and restarting Bamboo resolved the issue.
