I was trying to follow the guidelines that are described here (https://saucelabs.com/bamboo/2), but I cant find plugin manager in my bamboo administration.

It seems plugin manager only available to download customers. Is that it ? Why is that ?

OnDemand has a strictly limited list of plugins that it can support for stability and complexity reasons.
