I guess I should re-phrase this question. We have a team account which one person setup with a company credit card. This person is not really part of the dev team and doesn't want to have to manage the account, so he wants to assign admin privileges to someone on the dev team, who will then create accounts for other team members and assign permissions, etc. Can this be done?
