How to Create a Project from within Java Code in JIRA?

I want  to create a project ,plan and job from java code in to bamboo .I download the jar file of bamboo .Also tell me hot to do connection from java code to bamboo using username and password .

It sounds like Bamboo Specs is what you are looking for. Specs will allow you to create a Bamboo project, Plan and Job through either a YAML definition or Java code. You can find details of Bamboo specs here.. Bamboo specs.
