Jason, I don't think it is possible to use vCloud instead of EC2 and this functionality can't be implemented via plugin. We have a feature request for this functionality - https://jira.atlassian.com/browse/BAM-11467. Please feel free to vote for it and add yourself as a watcher if you'd like to be notified of further updates.
