Please, notice according to our documentation Using the SCP task in Bamboo, the Local Path is relative to the Bamboo working directory.

In Bamboo, could you please confirm the Job where the SCP is configured has been set up to run on a Windows agent.

Could you please open up Command Prompt and attempt on copying "D:\Users\Administrator\bamboo-home\xml-data\build-dir\688129-884737\TestCopy.txt" to "D:\Test_deploy" by running:

scp -v "D:\Users\Administrator\bamboo-home\xml-data\build-dir\688129-884737\TestCopy.txt" "D:\Test_deploy"
