Im using Bamboo (Cloud version) - and I would like to keep at least 1 elastic instance always running. Is that possible?

Maybe you should be able to use the instance schedules for that.

Cog -> Instance schedules.

So, you can configure Bamboo to enforce that at least one instance of a certain type is running on that time. The cron I used above should check every 5 minutes from Monday-Friday.

I don't think it would prevent agents being shut down if it's being idle all the configured time, but it would bring a new one.
