Build Plan cannot find agent with capability

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I have a a bamboo project which uses Docker I get this:
This job can not be built.
None of the dedicated agents or dedicated elastic images meet this job's requirements.
But this one is configured the same and finds 3 agents to run on:
Neither project is in a dedicated plan but the first one did use to be and built fine.
